The British political thinker Harold Laski was very interested in the ideas of "freedom" and the "modern state" in his books and lectures. He was a believer that the modern state would only be established on solid foundations of respect for freedoms. He was realistic in his perceptions, as he believed that the ideal state does not exist except in the dreams of philosophers and the imaginations of dreamers.
He gave the law of continuous change in the form of the state one explanation, which is the permanent, natural and instinctive human tendency to establish justice, freedom and security, and to establish this as an axiom culture in society, and all of this is according to the logic of the supremacy of the laws and legislative foundations sponsored by one state... as a superstructure that obliges and compels everyone... all classes, classes, people of influence and ordinary people. Without this imposing force, there is no room for the establishment of the state, its authority and its sovereignty.
